DEVICE FOR ESTIMATING DISTORTION BY H.263 VIDEO CODING AND METHOD THEREOF

PURPOSE: A device for estimating distortion by H.263 video coding and a method thereof are provided to correctly estimate distortion generated upon video coding of an H.263 video coder before the video coding, thereby being applied to the control of a coding rate of video having distortion constraint. CONSTITUTION: A plurality of quantizers(21a-21c) perform quantization for all input DCT(Discrete Cosine Transform) coefficients by applying corresponding quantization variable values to the DCT coefficients in order to calculate model variables. A plurality of distortion calculators(22a-22c) calculate distortion generated as a result of the quantization by the plurality of quantizers(21a-21c) respectively corresponding with each other one-to-one, wherein the distortion is easily calculated from a de-quantization process of H.263 video coding. A model variables decider(23) calculates three model variables from three pairs represented with the quantization variable values of the plurality of quantizers(21a-21c) and the distortion calculated by the plurality of distortion calculators(22a-22c).
