PURPOSE: A semiconductor integrated circuit is provided to maintain or improve the characteristics of the semiconductor integrated circuit and also to make it compact, and also to increase operation voltage margin of the circuit characteristics by reducing impedance of a power supply unit. CONSTITUTION: The semiconductor integrated circuit(1) has a rectangular semiconductor substrate and a plurality of pads arranged along one side of the semiconductor substrate. A plurality of input/output cells are arranged on the semiconductor substrate in correspondence to the plurality of electrode pads. An internal circuit forming unit(2) is arranged on the semiconductor substrate. A power supply line for internal circuit supplies potential to the internal circuit forming unit. The plurality of input/output cells include a signal cell and a power supply cell(6a) for internal circuit.
