PROBLEM TO BE SOLVED: To efficiently circulate an electronic document in correspondence with the diversity of the circulation situation of the electronic document. SOLUTION: In a document circulation system to which a plurality of user's terminals are connected via a network, if a circular reader inputs circulation information including the circulation order and circulation condition of a circulation target user of the electronic document, a document circulation server sets the circulation order based on it. Then, a terminal of a circulation destination is notified of the circulation of the electronic document according to circulation management information. On the basis of the situation of a reply from the circulation destination and the circulation condition, the circulation management information is modified, if a reply is made from a circulation destination which can change the circulation order, the circulation management information is updated, and the terminal of subsequent circulation destination is notified of the circulation of the electronic document. These steps are repeated up to the final circulation destination. Or, in a different system, each terminal of circulation destination sequentially receives the electronic document and the circulation management information including the circulation order and the circulation condition, and controls the document circulation.
