PROBLEM TO BE SOLVED: To provide an image encoding device with a high compression rate suitable for a device configuration in order to efficiently use a limited storage area of a built-in device, etc. SOLUTION: A blocking means 101 divides an input image signal 131 into image block signals 132 with a small area composed of a plurality of pixels. An encoding means 102 encodes the image block signals 132 in a block unit. The encoded signals include at least representative color information in a block and representative color use information that shows how to use representative colors. A block code buffer means 103 collects encoded signals of the entire image with respect to an encoded block coding signal 133, and an integrated encoded signal 134 is outputted.
