PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor having good electrophotographic performance which does not produce an image defect even if it is used under severe electric field condition, and to provide a method of easily, inexpensively and stably manufacturing the electrophotographic photoreceptor. SOLUTION: In the electrophotographic photoreceptor having a photoreceptor layer on a substrate, the substrate is of aluminum or aluminum alloy. The method of manufacturing the electrophotographic photoreceptor includes a process for chemically converting the aluminum substrate by using aqueous acid containing the salt of titanium and a process for forming the photoreceptor layer. The aqueous acid contains a phosphoric acid compound and the mass ratio of phosphorus to titanium contained in the aqueous acid is a value between 0.15 and 0.4. The substrate of the electrophotographic photoreceptor contains aluminum, oxygen, and the titanium on the surface of a photoreceptor layer side, and an electrophotographic device has the electrophotographic photoreceptor.
