<P>PROBLEM TO BE SOLVED: To provide a rotating shaft seal capable of stabilizing the position of the whole seal as it is used, and maintaining seal performance for a long period. <P>SOLUTION: An outer circumferential surface of a cylindrical wall part 7a of an outer case 7 is covered with a rubber member 6 up to a middle part.
