PROBLEM TO BE SOLVED: To provide a fixing roller which can continue a usable state over a long term even in a state where it is actually driven and rotated, and to provide a fixing device equipped with the fixing roller. SOLUTION: The fixing roller is equipped with a core bar 16, a sponge layer 22 disposed on the outer periphery of the core bar 16 so as to surround it, a thin sleeve 26 attached to the outer periphery of the layer 22 through an adhesive layer 24, and a mold-released layer 28 disposed on the outer periphery of the sleeve 26 so as to cover it over.
