PROBLEM TO BE SOLVED: To prevent the occurrence of noise and highly accurately detect the concentration of a processing liquid used for the development processing of a sensitized material at its detection. SOLUTION: The concentration detecting apparatus 55 comprises a concentration measuring sensor 56 and a control part 57. The concentration measuring sensor 56 is mounted to an upper part of a tank 36, and rinsing water is stored in the tank 36. The tank 36 is grounded to a frame 76. The control part 57 comprises a sensor energizing part 80 and a detection part 82. The sensor energizing part 80 comprises a DC/DC converter 84, a function generator 85, etc. The function generator 85 supplies a current for the concentration measuring sensor 56. Since the insulated type DC/DC converter 84 is connected between the function generator 85 and the frame 76, it is possible to prevent noise from the frame 76 to the function generator 85.
