PROBLEM TO BE SOLVED: To provide a horizontal rotary powder filling and packaging machine for forming a bag of a long resin film by heat-sealing, filling the bag with a predetermined amount of a powder sequentially, and sealing the bag for sub-division packing, wherein the machine is compact and easy to change pitches of bags. SOLUTION: The powder filling and packaging machine includes a rotary cylinder placed via a bearing on the outer periphery of a cylinder base to be driven to rotate, sealing bars fixed at constant intervals on the external surface of the rotary cylinder and a chute for filling the powder provided on the upper part of the rotary cylinder so that it can rise/lower. The chute includes a chute shaft vertically movably provided inside the upper part of a rotary drum and a cam follower fixed to the lower part of the chute shaft. A fixed guide cylinder formed on the external surface and including a cam groove for raising/lowering the chute shaft guided with the cam follower engaged is fixed to the upper part of the cylinder base.
