PROBLEM TO BE SOLVED: To reduce the total amount of inclusions by developing large-sized inclusions, floating up and separating and also, reducing small-sized inclusions, too, in a converter or a ladle-refining. SOLUTION: A high cleanliness steel is refined in the refining process, in which charging amount of slag-making agent, such as desulfurizing agent, during refining, is reduced and the desulfurizing reaction is once made to stagnate, and the molten steel is stirred during this interval and the grain is grown while colliding both of sulfide base inclusion or oxide base inclusion to develop the large-sized inclusions. Successively, the desulfurizing agent is increased at a little and the refining is performed so that the desired sulfur content becomes a little. COPYRIGHT: (C)2004,JPO
