PROBLEM TO BE SOLVED: To collect information on the accounting and the use of a semiconductor intellectual property by a user by changing the semiconductor intellectual property by an automatic change program.

SOLUTION: The user connects a semiconductor intellectual property delivery service provision part 3 via the Internet and inputs desired change specifications. The semiconductor intellectual property delivery service provision part 3 delivers the changed specifications input by the user to a semiconductor intellectual property automatic change part 5. Changed semiconductor intellectual property data output by the semiconductor intellectual property automatic change part 5 is transmitted to a client computer 8 of the user via a semiconductor intellectual property data transmission part 7.
