<P>PROBLEM TO BE SOLVED: To easily update information, and to flexibly calculate a charge to sell and purchase the information easily. <P>SOLUTION: An information accumulating part 302 accumulates route information, and outputs the route information to a providing information generating part 304 when receiving a request signal for desiring distribution of the route information from a terminal. A discount charge calculating part 303 sets reliability in response to the registered number of the route information received from the terminal, and sets a discount charge in response to the set reliability. The providing information generating part 304 distributes the route information to the terminal requiring distribution of the route information via a communication network. A provision charge calculating part 305 sets a normal charge for the route information provided to the terminal.
