PROBLEM TO BE SOLVED: To quickly return to refrigerant pressure not more than prescribed pressure when refrigerant pressure not less than the prescribed pressure is generated. SOLUTION: A fluid inlet 3 and a fluid outlet 6 are arranged in a block body 1, and a valve seat fitting hole 9 is formed in a bottom part of a valve chest 8 formed in a fluid passage between these inlet-outlet. A valve seat 40 is arranged in the valve seat fitting hole, and a valve element 34 is arranged for opening-closing the fluid passage by contacting with and separating from the valve seat by an electric valve element operating part 20. When fluid pressure not less than the prescribed pressure acts on the fluid passage, a flow rate is increased by a load of the fluid pressure. Therefor, first prescribed pressure and second prescribed pressure higher than that pressure are set as the prescribed pressure. The valve seat is moved to the first prescribed pressure, and a bypass hole 51 is arranged in an inlet passage 4 to the second prescribed pressure, and the bypass hole is opened-closed by a fluid pressure control valve 50 for opening-closing the bypass hole.
