PROBLEM TO BE SOLVED: To provide a carbon carrier capable of enhancing the activity of a noble metal as a combustion catalyst and a highly active combustion catalyst using the carrier.

SOLUTION: The carbon carrier for a combustion catalyst comprises carbon of which the average face distance d002of graphite crystallites is 0.346 nm or lower; the combustion catalyst is prepared by causing the carbon carrier to carry a noble metal.
