PROBLEM TO BE SOLVED: To provide novel stream distribution technology with which a server transmits provision request data from a client to the client by a stream transmission scheme on an asynchronous network where a transmission time of packets between two points is not fixed like an IP network, and decoding accuracy is improved when the client receives and decodes the data.

SOLUTION: A synchronizing stream broadcasted by a broadcasting station is used to share a clock among the broadcasting station, the stream distribution apparatus and the stream receiving apparatus. Thus, the stream distribution apparatus and the stream receiving apparatus perform encoding and decoding with the same clock, such that overrun or underrun of a buffer is prevented to present video or audio to a user without stop.
