PROBLEM TO BE SOLVED: To provide a dephosphorizing agent enhanced in the coefficient of selection between phosphorus and another anions dissolved in water and having a high selective phsphorous removing ratio even in the presence of other anions. SOLUTION: The highly selective dephosphorizing agent contains heat-treated matter of crystals of a compound metal hydroxide, which is represented by the formula M<SP>II</SP><SB>1-x</SB>M<SP>III</SP><SB>x</SB>(OH)<SB>2</SB>A<SP>n-</SP><SB>y</SB>-mH<SB>2</SB>O (wherein M<SP>II</SP>is at least one metal selected from among divalent metals, M<SP>III</SP>is at least one metal selected from among trivalent metals, A<SP>n-</SP>is an n-valent anion and x, y and m are 0<x≤0.67, o<y≤1 and o≤m≤2) as an effective component and the coefficient of selection to sulfate ions of phosphorus dissolved in water is not less than 5.
