<P>PROBLEM TO BE SOLVED: To provide a multicast control unit which can distribute moving images/music data at low charge. <P>SOLUTION: A distribution content publication means 11 publicly notices the distribution content, distribution tariff, and distribution start planned time to each cell. A decoding key distribution means 12 distributes a decoding key for decoding data encrypted to users desiring reception. A number of users measuring means 13 measures the number of users desiring reception in respective cells A and B, and a distribution condition determining means 14 determines whether each cell fulfills the distribution condition established beforehand.
