<P>PROBLEM TO BE SOLVED: To transmit signature data for using an application at an appropriate time to a server, and to limit a function of an IC chip. <P>SOLUTION: The IC chip 2 uses a communication function of a portable terminal 1 to download the application from the server 4, produces the signature data based on information on an application ID, the ID of the IC chip, a date, the kind of action (registration, deletion, update and the like), and temporarily store the data in a memory. In addition, the IC chip 2 restricts the function of the application according to the retention state of the signature data. Then, if connection with the server 4 is permitted, the IC chip 2 clears the signature data by a clear command for the signature data received from the server 4.
