PROBLEM TO BE SOLVED: To achieve reduction in a memory capacity and the simplification of configuration in a PHS transceiver master device connected to a data collecting center. SOLUTION: A PHS transceiver master device 10 records the ID of each meter connected to each of PHS terminal stations connected to the PHS transceiver master device 10 and the ID of a 1N master device 30 using specific small power radio transmission. The ID of the meter connected through a slave device 40 connected through the specific small power radio communication to the 1N master device 30 is recorded in the memory of the 1N master device 30.
