<P>PROBLEM TO BE SOLVED: To provide an information communication method and an information communication apparatus capable of directly and surely transmitting information provided from a center to a user of a vehicle. <P>SOLUTION: The vehicle 20 transmits vehicle state information comprising operating information of a plurality of devices mounted on the vehicle and vehicle ID information to a management center 40. The management center 40 manages the operating state of a plurality of the devices on the basis of the operating information transmitted from the vehicle 20. On the occurrence of a fault in any of the devices, the management center 40 generates a fault notice comprising fault contents and a countermeasure method against the fault, and discriminates whether or not the user gets on the vehicle 20 on the basis of prescribed operating information. When the user gets on the vehicle 20, the management center 40 transmits the fault notice to the vehicle 20.
