PURPOSE: A base station, a mobile station and a radio network controller are provided to reduce the load of the radio network controller during multicast communication. CONSTITUTION: A response signal generating unit(11c) generates a response signal with respect to a control signal about a multicast group. A response signal holding unit(11d) holds the response signal during a certain period. A response signal transmitting unit(11b) transmits the response signal to a base station after holding the response signal during the certain period.
