PURPOSE: A device for restoring a horizontal active signal/synchronous signal is provided to exactly set the number of clock signals between horizontal lines by using a received signal, and to restore a horizontal active signal and a horizontal synchronous signal according to counted values, thereby maximumly reducing changes of the horizontal synchronous signal and a vertical synchronous signal. CONSTITUTION: An optical signal receiver(300) receives an optical signal from a source device. A serial/parallel converter(310) converts serial data of the optical signal into parallel data. A decoder(320) decodes the parallel data, and converts 10-bit parallel data into 8-bit parallel data. A video signal processor(330) separates a header from a decoded signal, and recognizes resolution information of a video signal. A clock signal generator(340) generates clock signals. A counter(350) counts the generated clock signals. A maximum count value controller(360) sets a maximum count value, and variably sets the maximum count value according to a header period, depending on whether the maximum count value is counted within the header period. A horizontal active signal/synchronous signal generator(370) decides whether the counter(350) counts a preset value according to the recognized resolution information, and generates a horizontal active signal and a horizontal synchronous signal.
