PROBLEM TO BE SOLVED: To easily estimate the power consumption of an air conditioner used for energy diagnosis and to perform the consumed energy diagnosis in a building based on the power consumption estimation value of the air conditioner. SOLUTION: This energy diagnostic system has a local controller 10. The local controller 10 has a part power estimation program 11a and an air conditioner power derivation program 11b. The part power estimation program 11a estimates the power consumption value of a specified power consuming part possessed by air conditioners 31 and 32 set in the building 60. The air conditioner power derivation program 11b derives the power consumption of the air conditioners 31 and 32 based on the power consumption estimation value of the power consuming part estimated by the program 11a. The power consuming part includes, for example, the compressor 33a of the air conditioner 31 and 32, an indoor fan motor 34d, an outdoor fan motor 33g, or a heater 33b that is an auxiliary heater for the compressor 33a.
