PROBLEM TO BE SOLVED: To provide a mobile communication system in which normal audio communication terminal can use the VoIP technology by using an audio communication circuit for a conventional wireless circuit, and adding an audio communication function to a packet communication device.

SOLUTION: In a PS (packet switching) network 3 side forming a core network in the mobile communication system, the signaling of a CS (circuit switching) call with an RNC 91 is designed to control a CS-UP (CS side user plane) by communications with the CPU of an SGSN 31, and the user data relating to a CS call is designed for communications with a PSTN (public switch telephone network) 5 by way of an MGW 82 through the CS-UP. Thus, an audio communication function can be added to a packet communication device, thereby realizing a VoIP function to a wireless circuit using an audio communication circuit.
