PROBLEM TO BE SOLVED: To more effectively utilize a transmission band than that of prior arts in a communication system for transmitting a voice frame at the AMR. SOLUTION: A voice frame processing apparatus 100 at a sender side for transmitting voice frames detects a particular pattern wherein frames are consecutive in the order of a silence start frame, a prescribed number of silence frames, and a silence period update frame when an encoder 111 assembles a voice frame stream into packets, and when the voice frame processing apparatus 100 detects the particular pattern, the encoder 111 assembles the frame stream into packets by omitting a prescribed number of the silence frames. A decoder 311 in a voice frame apparatus 300 at a receiver side for receiving the voice frames adds a constant number of the silence frames between the silence start frame and the silence period update frame to decode the voice frame stream when the decoder 311 receives the packets and the packet includes the voice frame stream wherein the silence start frame and the silence period update frame are consecutive.
