PROBLEM TO BE SOLVED: To provide a cellular phone system with cheap call charge rate for realizing communication in the whole Japanese country or all over the world without huge plant investment via the Internet by using a local communication network. SOLUTION: The cellular phone system includes connection control units (PBX) 22, 32 installed respectively at local communication networks 20, 30; a unified trucking server 12 connected to each connection control unit 22 or 32 through a private Internet network; communication stations (CS) 24-28, 34-38 functioning as a PHS master unit and connected to each connection control systems 22, 32 through a wire line in each local communication network 20 or 30; and portable terminals a-h functioning as a PHS slave unit. A call charge rate between each portable terminal to each communication station is gratis in the same way as a regular PHS in a self management mode. In addition, transmission of Internet Protocol is carried out by using the existing local communication network of the communication station, connection control unit 22, unified trucking server 12, connection control unit 32, and the communication station.
