PROBLEM TO BE SOLVED: To improve the operability of a map scroll by making comfort with a high speed scroll compatible with an easy alignment of a cursor. SOLUTION: A central processing unit (CPU) 17 allows a map image displayed on a navigation display to be quickly scrolled at a first speed at an initial state, and controls the map image to be scrolled at a second speed slower than the first speed near at a predetermined spot, thereby the comfort of scrolling is usually kept by a high speed scrolling of the map, and an easy alignment of the cursor to a target point is provided by reducing the scroll speed of the map when the point which a user requires comes closer to the cursor.
