PROBLEM TO BE SOLVED: To provide a polymeric substrate type optical waveguide which has low transmission loss and is inexpensive. SOLUTION: The polymeric substrate type optical waveguide has a core 3 made of a fluorinated polymer or a deuterated polymer and and clads (a lower clad 2 and an upper clad 4) which are brought into contact with the outside surfaces of the core 3 and is made of a kind of a polymer selected from the fluorinated polymer having a lower fluorine content than that of the core 3, the deuterated polymer having a lower heavy hydrogen content than that making the core 3, and a non-fluorinated or non-deuterated polymer, and a specific refractive index difference between the core 3 and the clads (the lower clad 2 and the upper clad 4) is set to≥0.2%.
