PROBLEM TO BE SOLVED: To provide an encoder that encodes data in an optional number of bits and takes a DC balance. SOLUTION: A word division section 300 divides bits A to F of transmission data of a 6-bit configuration into bits A to C (bit bundle 1) and bits D to F (bit bundle 2). A code addition section 302 adds an additional bit X of a logical value 1 to the bit bundle 1 when the number of logical values '1s' included in the bit bundle 1 is 0 or 1. A code addition section 304 adds an additional bit Y of a logical value 1 to the bit bundle 2 when the number of logical values '1s' included in the bit bundle 2 is 0 or 1, or adds the additional bit Y of a logical value 0 to the bit bundle 2 in other cases.
