PROBLEM TO BE SOLVED: To provide a holding and releasing device which is repeatedly usable. SOLUTION: The device is rotatable between a holding position for holding an object to be held and a releasing position for releasing the object. It is provided with two holding arms 13, 13 to which rotational force towards the releasing position is given when it is at the holding position, a locking part 21 which is movable between a locking position for locking in each holding arm 13, 13 to prevent the rotation of the arm 13, 13 and the releasing position for releasing the locking state of each arm 13, 13, and an actuator 22 moving the locking part 21 from the locking position to the releasing position.
