PURPOSE: A device for generating hydrogen and a method for generating hydrogen are provided to maintain the maximum efficiency for a long time, to decrease waste of parasitic loss power, and to make the device carryable. CONSTITUTION: A device for generating hydrogen comprises a chemical reaction chamber; a chemical solution reservoir(56); an unpowered pressure-producing member(58) for moving a chemical solution from the chemical solution reservoir to the chemical reaction chamber; and a distributed catalyst bed(59) disposed about the chemical reaction chamber. The chemical reaction chamber is rigid and the chemical solution reservoir is flexible and contained within the chemical reaction chamber.
