PROBLEM TO BE SOLVED: To prevent the occurrence of restart failure almost surely, when an AC power is supplied for restart. SOLUTION: A comparator VCC_L2 and a flip-flop circuit FF2 for state holding constitutes a latch detection means for detecting that a switching device is held in an off state. In the flip-flop circuit FF2 for state holding, the output of a comparator LTC is supplied to a set terminal S. A discharge circuit 28 is constituted of a series circuit, consisting of a resistor R17, a Zener diode ZD5 and a Nch-tpe transistor switch MN1. COPYRIGHT: (C)2004,JPO
