PROBLEM TO BE SOLVED: To improve quality, safety and reliability of a steel structure by clarifying material properties of a bending steel sheet and to reduce its costs. SOLUTION: Mechanical properties (0.2% yield strength Yp-p1, tensile strength Ts-p1, and yield ratio YR-p1) of a material steel sheet, carbon equivalent (Ceq), working degree (t/D=plate thickness/bending diameter), spreading resistance treatment temperature (T°C) are situated as influence factors exerted on the mechanical properties (Yp-sr, Ts-sr, and YR-sr) of the steel sheet after bending and spreading resistance treatment of the sheet, and a multiple regression analysis is conducted. Whether a trial calculation result satisfies designing request performance values of a building or not is judged via a step of building an estimation formula relating to the mechanical properties (Yp-sr, Ts-sr and YR-sr) of the steel sheet after spreading resistance treatment and a step of trially calculating the mechanical properties (Yp-sr, Ts-sr and YR-sr) of the steel sheet after the bending and the spreading resistance treatment by using this formula by considering quality characteristic distribution according to a steel type at each steel material maker from the result of the multiple regression analysis, and necessity and the spreading resistance treatment temperature of the spreading resistance treatment are specified.
