PROBLEM TO BE SOLVED: To efficiently classify toner particles while preventing agglomeration with simple equipment structure in manufacture of a toner by a pulverization method and to manufacture high quality fine toner particles usable for a full color toner. SOLUTION: A crushed toner raw material is supplied to an accelerating tube and pulverized by collision against a plurality of collision members at the outlet of the accelerating tube, the pulverized toner material is freed of coarse powder in a first classifying device to prepare pulverized toner powder, this pulverized toner powder is supplied to a second classifying device, where fine powder is removed by sucking air from the inside of a rotary classifying rotor, and coarse powder is obtained as the objective toner particles.
