PROBLEM TO BE SOLVED: To supply an inorganic coagulation sedimentation agent which is a cleaning agent for pollution drainage not dissolving and eluting in its natural state, and can coagulate SS (suspended solids) in the pollution drainage and also miscellaneous organic substances dispersed, suspended or partially dissolved in the pollution drainage by chemical change using a simpler apparatus. SOLUTION: The cleaning agent consists of a pretreatment agent for cleaning and a main treatment agent for cleaning. The pretreatment agent for cleaning consists of alum and/or sulfates, and the main treatment agent for cleaning consists of calcium salt of 40 to 60 wt%, aluminum sulfate of 30 to 50 wt%, alkali metal carbonate of 15 to 25 wt%, and organic coagulation sedimentation agent of 1 to 5 wt%. By the use of the agent, the SS and organic pollutant in the pollution drainage can be concurrently separated and removed, and sludge separated and collected by the use of the agent is not re-separated and stable in its natural state as long as an intense chemical stress is not given.
