PROBLEM TO BE SOLVED: To increase the permeability of hydrogen in a hydrogen separation membrane, and to improve reaction efficiency. SOLUTION: A hydrogen separation membrane 3 and a reforming catalyst 7 are arranged at prescribed intervals. Raw material gas is charged from a raw material gas inlet 17 into a raw material introduction space 15 on the side opposite to the hydrogen separation membrane 3 in the reforming catalyst 7. Further, steam is fed from a plurality of steam injectors 25. The raw material gas is reformed by the reforming catalyst 7, and hydrogen in the reformed gas permeates the hydrogen separation membrane 3, and flows out to a hydrogen outflow space 11.
