PURPOSE: A fishing bait and a manufacturing method thereof are provided to allow the bait, having a constant size, obtained by the manufacturing method to maintain a desired gel state, resulting in a simplification in use without a separate kneading process. CONSTITUTION: The fishing bait comprises a material crushing step(S1) for crushing grain into powder; an additive adding step(S2) for adding various additives into a mixed material of the crushed grain powder and krill powder and kneading the obtained mixture; a heat process step(S3) for heating the mixture at a high temperature for a constant time, thereby causing the mixture to maintain its gel state after being cooled; a cooling step(S4) for cooling the heated mixture at a room temperature; and a molding step(S5) for molding the mixture of gel state to have a pellet form using an extruder.
