PURPOSE: Provided is an apparatus for improving water quality, which has antibacterial and purification functions. CONSTITUTION: The apparatus comprises a main storage tank(10) for storing water purified by waterworks or stream water treatment plants wherein the main storage tank(10) is sectioned into a first zone(11) and a second zone(12) by a partition wall(13) with a plurality of penetrated holes(14) at a lower portion thereof so as for water of the first zone(11) to flow into the second zone(12) therethrough; a plurality of aggregates(21,22) filled in the first and second zones(11,12) of the main storage tank(10) for controlling flow rate of water in the tank(10), wherein the aggregates(21,22) have voids therebetween and antibacterial epoxy resin is coated on the inside of the voids for sterilizing water while the water flows through the voids; an air diffuser(30) for diffusing air into the water in the main storage tank(10); an auxiliary water tank(40) for storing overflowing water from the main storage tank(10); and a sludge drain unit(70) for draining sludge from the first and second zones(11,12) of the main storage tank(10), wherein the aggregates(21) in the first zone(11) are prepared by coating antibacterial epoxy resin on the surface of gravels, and the aggregates(22) in the second zone(12) are prepared by coating antibacterial epoxy resin on the surface of sand.
