PROBLEM TO BE SOLVED: To stabilize toner concentration in a developing device at all times and sufficiently mix, stir and charge toner. SOLUTION: When image area rate is lower than a threshold and an amount of toner consumption is small, toner concentration hardly falls due to image reproduction. Therefore, toner is supplied and stirred by the development device 33 after image reproduction. Thereby, the time required for image reproduction can be shortened. Conversely, when the image area rate is higher than the threshold and the amount of toner consumption is small, image reproduction is performed after toner is supplied and stirred by the developing device 33.
