PROBLEM TO BE SOLVED: To provide a method for producing a natural gas hydrate (NGH), capable of converting liquified natural gas (LNG) into the NGH with lesser energy than ever, and to provide an apparatus for the same. SOLUTION: The highly pressurized LNG (a) or natural gas (b) is decompressed to a specified pressure by a decompression means 7. The natural gas is heated by a preheater 9 up to a specific temperature, after decompressed, then the natural gas (b") having the specified pressure and the specific temperature is reacted with water (c) in a formation tank 10 to form the NGH (d), and reaction heat generated at formation of the NGH is removed by utilizing cold of the LNG.
