PROBLEM TO BE SOLVED: To provide a method and apparatus for encryption communication in which a reception time obtaining device is provided and distribution data is safely transmitted without transmitting an encryption key to a transmission path by using reception time information as encryption key information. SOLUTION: The method and apparatus comprise: receiving cipher data 104 transmitted from a server 101 by a reception terminal 102; decoding the encryption data 104 to the distribution data; transferring the data 104 to a decoder 203 when a data receiver 201 receives the data 104 transmitted from the server 101 through the Internet 103; meanwhile, measuring time received the data 104 in the data receiver 201 by the reception time obtaining device 202; transmitting the reception time information 111 to a cipher key generation device 108; generating an encryption key 105 based on the transmitted reception time information 111 by the encryption key generating device 108; transmitting the key 105 to the decoder 204; decoding the transmitted data 104 by using the transmitted key 105 by the decoder 203; and generating the distribution data 106.
