<P>PROBLEM TO BE SOLVED: To issue an IC card with higher security in real time at a card-handling site under any security environment, the card including personal information of a customer. <P>SOLUTION: A card issue center 1 has a center communicating means 11 for sending customer data to be written in the card to the card-handling site 2.
