An electrolyte membrane (1) has ionic conductivity and includes a base (2) and organic molecules having an ion exchange group. By chemically combining the organic molecules with the surface of the base (2), an organic molecule membrane (3) is formed. Ions are conducted through the ion exchange groups in the organic molecule membrane (3). The electrolyte membrane has a different composition from conventional ones and has ion conductivity.
