PROBLEM TO BE SOLVED: To provide a flap drive device suitable as a device for driving the flap provided on a rotor blade. SOLUTION: The flap drive device in a rotor blade is provided with a first actuator unit 1 provided with an actuator disposed on the rotor blade along a longitudinal direction and generating driving force by carrying out an operation of expansion and contraction; a second actuator unit 2 provided with an actuator disposed on the rotor blade along the longitudinal direction and generating driving force by carrying out an operation of expansion and contraction; a first turning means 3 provided between both these actuator units and receiving the driving force of the actuator of the first actuator unit to turn the flap to one direction; and a second turning means 4 provided between both actuator units and receiving the driving force of the actuator of the second actuator unit to turn the flap to the other direction.
