PROBLEM TO BE SOLVED: To limit the output of security data stored in an LSI circuit. SOLUTION: This data output limiting device is provided with: output limiting parts 6 and 7 for limiting the output of data stored in the predetermined storage areas of first storage parts 3 and 5, an output limit releasing part 11 for releasing the output limit of the output control parts 6 and 7; an input/output part 2 being an interface with an external controller 20; output limiting parts 6 and 7; an output limit releasing part 11; and an internal control part 8 connected through a predetermined bus 9 to the input/output part 2. The output limit releasing part 11 releases the output limit of the output limiting parts 6 and 7 only in response to an access from the internal control part 8 connected through the predetermined bus 9.
