PROBLEM TO BE SOLVED: To provide a highly permeating surface modifier for a porous, inorganic material for civil engineering and construction which contains an organosilane compound and exerts an unprecedentedly high infiltration into the surface of the porous, inorganic material for civil engineering and construction represented by concrete. SOLUTION: The surface modifier essentially comprises (A) 100pts.wt. organosilicon compound of formula (1), (B) 50-500pts.wt. hydrophilic organic solvent which may contain water and (C) 0.05-2wt.% sulfonate-type and/or sulfate-type anionic surfactant based on the total weight of (A) and (B) (and water if contained).
