PROBLEM TO BE SOLVED: To provide a packaging apparatus for sealing a part to be packaged of a packaging sheet for wrapping an object to be packaged by welding, which can make a package including a vent hole for causing the inside of the package to communicate with its outside and having an excess cut off, except the part of the packaging sheet for wrapping the object. SOLUTION: A heater 9 for welding the packaging sheet includes a non-welding part 9b for forming, on the packaging sheet, a non-welded part where the inside of the package communicates with its outside.
