PURPOSE: A system for monitoring the parking and stop of a vehicle is provided to control efficiently a state of traffic by using a video server for processing totally video data, audio data, and a control signal. CONSTITUTION: A system for monitoring the parking and stop of a vehicle includes a local monitoring system(100) and a central control system(200). The local monitoring system(100) includes a local wireless transceiver(120) for transmitting video data of the local monitoring system(100) to the central control system(200), a video processor for transmitting images of a parking prohibited zone to the local wireless transceiver(120), an audio processor for outputting audio data to the parking prohibited zone, and a video server for processing the video data, the audio data, and a local monitoring system control signal. The central control system(200) includes a central wireless transceiver(210) for receiving the video data and transmitting the local monitoring system control signal and the audio data, a vehicle information database(230) for storing vehicle registration information, a notice issuing device(240) for issuing a notice to an illegal vehicle, and a CPU(220) for controlling the video data, the audio data, the local monitoring system control signal, and the vehicle information.
