PROBLEM TO BE SOLVED: To provide a lining structure of a valve element capable of restraining a lining from separating from the valve element for a long time. SOLUTION: In this valve stem of the valve element 10 comprising a valve part 11, the valve stem 12 protruding from the valve part 11, and lining 13 formed out of fluoroethylene resin covering prescribed ranges of a valve part surface and a valve stem surface, there are formed a through-hole 11a penetrating through a seating surface of the valve part 11 and a valve stem forming side surface of the valve part 11. A fluoroethylene resin layer formed on the seating surface side of the valve part 11 and a fluoroethylene resin layer formed on a surface on the opposite side are joined through the through-hole 11a, thus preventing the lining 13 from separating from the valve part 11.
