<P>PROBLEM TO BE SOLVED: To easily measure the sensitivity of a photoreceptor over the entire development area without being affected by noise. <P>SOLUTION: Among image data of images formed by developing electrostatic latent images obtained by uniformly exposing and scanning the surface of the uniformly charged surface of the photoreceptor, an average value obtained in step S5 by averaging optical information of pixels including an arbitrary target pixel of the image data in a noise data continuous direction in which pixels having optical information exceeding a threshold linearly continues is subtracted from the optical information of all the pixels in step S6. The value of the subtraction is obtained as the sensitivity of the photoreceptor.
